However, its use in the public sector raises significant regulatory challenges, as it must ensure the protection of fundamental rights, transparency in decision-making, and administrative accountability.

This lecture will address the need to establish a specific regulatory framework for the implementation and use of artificial intelligence in public institutions. It will analyze the particularities of such regulation, the challenges it faces, and the fundamental principles that should guide its application. The discussion will also include concrete cases and international experiences related to AI regulation in the public sector, with a special focus on the European context.

About the speaker

Dr. Marcos Almeida Cerreda is an Associate Professor of Administrative Law at the University of Santiago de Compostela and the Data Protection Officer at USC. He also directs the International Observatory for the Regulation of Public Entities and collaborates with various institutions on training and legal advisory projects related to artificial intelligence, administrative law, and public procurement. He is the author of numerous scientific publications in specialized journals and books on administrative regulation and technology, serving as a member of several international editorial and scientific committees. Throughout his career, he has participated in research projects focused on public administration modernization and the impact of digital transformation in the public sector.
